In both campaign and freeplay mode you'll need to unlock tier 2 housing before you can upgrade. In the campaign this is linked to a story mission. In freeplay mode this will be linked to a population milestone mission.
Lastly there is a short cooldown between building a hut and being able to upgrade it to the next level.
The only way I was able to progress past the 'Liquid Gold' quest was to build 24 friggin huts, to complete the objective of 200 labourers...
After getting past it, i am pretty sure you have told us to upgrade during 'Liquid Gold', but have the feature locked until quest "More Men".
PS. Immediately following this, my 'Labourers Recruited' slowly dropped from 200 to 57 with no reason or explanation. As i googled why i cant build a Captains Inn, finding someone posting that there is a Wrecked Captains Inn hidden in the forest of the island (only way i could possibly progress again), build my ship, had the next fight, and came back to continue, my Labourers had dropped to 14. So i simply have no people & no production, the entire island and game is dead for no reason. Awesome work, guys.
If Labourers is dropping, then they are quitting their jobs. So why arent they taking the jobs and working? I have 190 workers, and only 14 employed. Pretty sure I dont have any control over workers taking jobs.
Id restart the entire scenario, but there isnt even an option to do that.
My only option is to restart the entire campaign with a new game. This game is fast becoming a chore and an annoyance, with simple things not working. This playthrough attempt is its last chance. Especially since I cant even skip the tutorial steps.
*Edit: Its because i upgraded the houses to the next tier that everyone stopped working.
"Press [right-click] when a ship is selected to issue a command" has been stuck on the screen the entire game too, even though ive done it 20 times.
I think were done here.
