...Last I checked, Harmony Gold has absolutely nothing to do with this game.
I agree that Harmony Gold and Frank Agrama in particular are ♥♥♥♥♥♥♥♥♥♥♥♥ scumlords though.
If you can post a source that shows that Harmony Gold were involved in the game's development and their decision to lock the DYRL versions of characters behind a DLC that may-or-may-not be getting localized (probably not at this point but there's no hard confirmation that it's off the table that I've seen), I would certainly appreciate it - if only for further information and valid reasons to justify my extreme dislike of Harmony Gold.
I agree that it is not unreasonable to assume it's HG meddling yet again, but there are other potential reasons for what's happening: song licensing rights, other conflicting distribution rights, etc. I know Toho Co. was involved in the distribution of "Macross: Do You Remember Love?" and their name still carries some weight, so it is also not unreasonable to think they might be involved here, rather than Harmony Gold.
Alternatively, it's just classic bad/unclear communication on the part of the publisher or developers, which happens pretty frequently.

So yeah Harmony Gold is directly involved, and if you're not seeing something, that should be there, it's their call.
HG is NOT involved in this game but the developers must follow the rules of the settlement that HG and BW agreed upon; no merchandising for the original series can be sold outside Japan.
While I also agree that HG is a PoS, Frank Agrama, who has since lead the company, passed a while back. That doesn't mean the company is shuttered, his next of kin takes over it. Though more than likely its still "business as normal" over there.
Or the PS version(s) there too. Also digitally with the DLC being separate (NS) or included (PS).
Harmony Gold has an exclusive worldwide (excluding Japan) license to Super Dimension Fortress Macross and all associated content therein. Any marketing of its characters or mecha, must be arranged through HG.
