How does arcane barrier work?

I don't get the description at all, what am I supposed to do with it? Can I stack it? What does it stack well with?

Basically, it uses the mana from the wand as a shield. I usually throw it on a wand that has high mana, no spells on it, and can be expanded with the mana capacity spells.

Damage is converted to mana cost, arcane barrier drains the mana and once it pops, the wand needs time to reset.

I use it with wands that have a bunch of regen
