Has anybody lately been able to beat the top racer at the top of the parking garage with the eg6 without having to pit maneuver him or blocking? I've done everything i could but keep failing.

Yes, AWD and gut it. widest tires you can and strip everything off. launch in second. and lower tire pres to lowest. make rear end suspension soft front rebound rate lower.
