I, however, believe based on my own experience that good Fatuo/Wicked weapon with some investment into Elementalist is easy mode for NG (first run). I was using Vermilion Pastoral polearm for most of my NG run and it massively helped with bosses encounters. You want to use Fatuo Path perk and increase duration of weapon infusion to maximize the benefits. Get to use quick mask line, those with saber or sword in the text of the skill, put it in appropriate skill slot and you are golden.
I currently use full infusion build, including improved duration, increase stamina regen and increased elemental damage, which works fine in NG1. This build would completely trivialize NG run.

Run away from her multi hit combos and parry the other ones. Equipping the arrow parry gem helps a tiny bit too as most of her attacks are ranged.
Use a weapon with maximum unravelling damage. I used a +8 Abandoned Bell. At +10 this thing does 1k+ unravelling damage. This is what really made a difference.
Last but not least, this might help although it didn’t for me as she is too fast to even get an attack in.
Equip 4 Presto speed lines, they charge up fast. On loadout have - Health on Parry, Health on using Lines, Explosion while using lines, super Armor while using lines.
Thanks for this. I'll take it into consideration. I am nowhere near level 80, I think I'm only around 30ish, I have been focusing on using my "souls" for masks and weapon upgrades. Sounds like I need to start power leveling... then I'll take your advice and hope for the best.
You're headed in the right direction. Keep upgrading and unlocking those mask lines and equipping them. Once you have a large health pool, lots of estus flasks and a beefy weapon, she becomes much easier. Zanni's mask and role helps for the health and estus boost.
You absolutely should not fight her before hitting at least level 60. This is one of few games where the more you invest into a certain stat (virtue), the more benefit you get to a certain point. Bruiser gives you most HP per point between 40 and 60 for example. Honestly, I would not bother fighting Veltha until you are close or already finished Act 3 and getting ready for a final boss.
In terms of Mask Lines, I swear by these 2 Mask lines and have them in all setups: Costal Harpoon and Wrathful Charge. Most important thing about these mask lines is that they can stagger even bosses, it is short stagger rather than knock-down. This can interrupt boss' abilities such as Veltha's healing (she will still go to her next phase, ie. new abilities, and will eventually trigger the heal anyway but it can be delayed).
2 other mask lines are offensive ones that charge fast and also go off fast--these are usually sword or saber related ones as they have fastest attack animations.
I would suggest you spend resources reserved for mask lines on Harpoon and Charge to get their recharge speed up so you can use them during boss fights more often.
I struggled with Veltha on NG and it took me 8 or 9 attempts on NG1. I rely on Fatuo/Wicked build up and my ability to trade with boss due to healing via hits. I used Vermilion Pastoral polearm to apply Wicked buff and switch to a longsword or a saber to apply Sick once Wicked is on the boss. I switch back to the polearm when Wicked falls off.
The fight itself is long as you want to keep it safe. You can get nice openings after end of her combo, I could get light attack followed by heavy with the polearm here. You need to learn to avoid her charge attack followed by a stab--I used to dodge the first charge and parry the stab since I could not dodge both attacks reliably.
The main trouble comes in her phase 2 after she heals. She get new abilities and her AI can start behaving very wonky. I had an attempt where she constantly used her pillars of light ability to a point where I simply run out of space to dodge it.
You need to look for safe opening, which are usually her bow or spear throw attacks that can be parried and used to land a hit or two. I found out you want to be relatively close to her to avoid her to start spamming those pillars of light attacks. If she start using that ability try to dodge toward her to trigger her melee attacks rather than let her spam the pillars. You also want to learn timing to parry or dodge those orbs she spawns randomly during 2nd phase of her fight. They can deal a lot of damage but can be source of healing with perfect parry perk. Her 2nd phase is where Coastal Harpoon and Wrathful Charge shine. These mask lines will stagger her, deal some damage and give you opening to land more hits on her.
It feels like poison is draining even more than before and you still can't just send your damn elevator back up.
