I had the same problem. I looked around the Steam forums and discovered that turning VSync on in the in game graphics settings fixes the problem. Crazy but it worked for me.

I wish I could link back to the OP to give credit where credit is due, but I was just so happy it worked I forgot to bookmark it. Good luck man.

And it worked for me too...

Whoever the OP was he or she saved me from scrapping this game. I got so frustrated and googling Lego Batman Robin green tech panel slow drone car in all kind of combinations seemed to all result in 99% totally unrelated links and then finally I hit on this thread.

Thank you goes both to the OP and to nullPointer for reposting this finding here!

Check your video card drivers/software to see if there is a setting (like AMD's Enhanced Sync) that might be overriding the game setting. You could also try to confirm that V-Sync is really on by having Steam, or something else, display your frame rate, so that you can check and see if it's higher than the rate set in the game options.

If that doesn't help, I don't know what else to suggest, apart from general things like having Steam verify the game files. There have been a number of posts recently about problems with the game (crashes, etc.). I finished it years ago, but I have played it some recently and I didn't have any problems like that (Ryzen 3700X CPU and Radeon 5700 XT GPU), so it's not completely broken on modern hardware, but there certainly seem to be issues for some.
