If it still doesn't work, check your video card drivers and make sure that they don't have V-Sync disabled (overriding the game settings).
If V-Sync isn't the problem, I don't know what else to suggest except standard things, like having Steam verify the game files.
I don't know why you're having problems. I guess V-Sync could still be an issue, even if it didn't happen to cause any problems for me. You could have Steam, or something else, display the frame rate while you're playing, just to make sure that it's correct (60 Hz, in my case). If the V-Sync setting in the game has been overridden, the displayed frame rate will be higher (unless you're playing on a very old/weak system).
