Two-Face's boat won't come all the way up

I get to the platform it's at and it tries to come up out of the green water. But it doesn't quite make it; the bottom of the boat is clipping under the water. Can't physically jump on the boat, and there is no prompt to board.

Is there some kind of fix for this? Maybe toggle V-Sync? No, that would be stupid. How could a logic bug possibly be caused by the graphics settings?

I don't know why, but having V-Sync turned off can cause problems for how some objects in this game interact. I don't remember seeing this particular problem being mentioned before, so I have no idea if V-Sync will help in this case.

If turning on V-Sync doesn't help, check your video card drivers and make sure that they aren't forcing it off (overriding the game setting).

Other than that, I don't know what to suggest except standard stuff, like having Steam verify the game files, restarting the computer, trying newer/older video card drivers, etc.
