Report a translation problem
If V-Sync is turned on in the game options, make sure that the game setting isn't being overridden by something else (like the video card drivers set to always keep it off, or to use an alternative sync method, like AMD's Enhanced Sync). You can have Steam, or something else, display your FPS, to make sure that it matches the setting in the game.
FWIW, while there have been a number of posts here recently about problems with the game, it's not just completely broken. I finished it years ago, but I have played it some recently and I had no problems as long as V-Sync was on, including controlling the RC car. I don't know why it's giving some people so much trouble.
Thanks a lot, I had the v-sync turned on, but the game still wouln't run properly, there were a lot of issues, I checked the nvidia settings, and selected the program, v-sync was overwritten by it, after I turned it on, game is working properly again
