If the car still won't move, I don't know what else to suggest. Sorry.
The Radeon software also has an "Enhanced Sync" option that tries to handle "vertical sync" in a different way and doesn't limit the frame rate. Using that disables the Radeon options mentioned above, and might also cause problems in the game (since the frame rate isn't limited). I don't know if Nvidia has a similar option.
There could also be other graphic/video utility software out there with similar options.

My first thought was more about what could do that, not how you could tell if it was happening.
To see if V-Sync is actually on, have Steam (or something else) display your frame rate on the screen while you're playing. Assuming that your system can play the game faster than the 60 Hz (or whatever) that is set in the game options, the displayed frame rate will be higher if V-Sync is disabled.
Something like that. Playing this game without V-Sync can affect how some objects in this game interact. I don't know how/why, but it does. The most common thing seems to be problems with the RC car, but it can cause a number of other issues.
For example, I was playing once with AMD's "enhanced sync" turned on, which replaces the regular V-Sync, and there was a point where I had to ride a platform up and then jump up to the surface right above that, and I just couldn't make that jump. It was a simple jump, but it just wasn't working. The moment I disabled enhanced sync (without exiting the game), the jump worked.
Another example was a problem that someone else reported, but then I saw it too. There's a part where you're supposed to tow some trucks to a pickup point and you have to go over a jump, and without V-Sync, the trucks would get released when you went over the jump. With V-Sync, they stayed attached (like they're supposed to).
And then there are those people that have apparently fixed problems by changing some graphic settings. I don't know if that's caused by the same issue(s) in the game, or something else.
