This is just a guess, but try turning V-sync on in the video options in the game. Others have had problems with how some items interact in this game (as I recall, controlling the remote control car was the most common one) and turning V-sync on fixed it (I don't really understand why/how). If V-sync is already on, I guess you could try turning it off.
Other than that, you could try having Steam verify the game cache, just in case you have some corrupted game files.

Other than that, the only other thing that I can think of is verifying the game files, like I mentioned before, or maybe even uninstalling the game completely and reinstalling it.
Oh, and a random thought, but have you tried a different controller? Maybe the controller is the problem.
I had the same issue and v-sync solved it.
