In the main menu, press 'scenario select' in the top left, and click the "The Bunker" under the DLCs section. If the 'Bunker DLC' is purchased, it should be seen as "2. The Bunker". If you don't own it or Steam doesn't recognize the DLC, it will show up as 'NOT OWNED'. If you own it and steam doesn't recognize it, restarting Steam should fix the problem.
Also, make sure you have downloaded the latest patch v1.1.0. you can see the version number in the top left corner of the main menu.
As you click the DLC, the main menu background should change to match the scenario, and now you should be able to start a single-player or multi-player game.
Also, make sure you are logged into Steam and are launching the game through the Steam library as the game checks if you own the game through steam.
