For everyone having issues, I hope this might help you. I got my xbox 360 wireless controller working by going into Steam settings->Controller, and disabling ALL support, then restarting Cortext Command.

Also tried:
Several restarts, comparing with Parsec & Steam Remote Play Together, uninstalling devices in device manager, considered manually downloading drivers from manufacturer's support page, reviewed motherboard's support page for USB drivers, multiple different controllers.
