Now it's been a while since i've played C3, but have you rescued the mortar team yet? I think if you rescue them first, they will be able to take down the pingers, which will make your job easier when it comes to the APC.
I rescued the mortar team after I killed the pingers. The pingers were between me and the mortar team, so I reached the mortar team after I guess. There was some lines of dialog with the mortar team telling me to mark targets for them in the visor, but there were of course no targets left to mark because I already took out the pingers.
In cases like this, I find myself wishing the game was more linear like COD so I can't do things in the "wrong" order and miss out on seeing the mortar team take out the pingers.
But honestly I'm not sure what even happens to this APC in the end. I don't think it ever survived when I played because there are so many things that can kill it, and there's only so much you can take out with the .50 cal. It always seemed like a pointless secondary objective to me. I guess next time I play I'll have to try and clear the entire area of enemies and mines first and see where it ends up.
