You have an NVidia card installed, and when you installed the driver, you installed GeForce Experience, which is part of the complete driver install. GeForce Experience has an option to automatically optimize your game for you, and set the settings the way it thinks best. That is the way you have it setup now.
That is one possibility.
Another possibility: You exit the game and Steam too fast each time, so it doesn't have time to save your settings before you exit.
There are other possibilities too. Take your computer into a shop that has experienced techs who can figure it out for you if you can't solve it.
