Same problem here. Will try launch it on Win8.1 to confirm this.

Maybe SH accidently massed up the code, make the game can't find the User32.dll on Vista.
I don't think the problem is because user32.dll itself. I even tried to put Win7's user32.dll to game root. Still got the same massage. Unless they want me to replace the system32 one.
vista is not supported you were just lucky it ran

i think its because they are incompetents, if vista user could play it why not let them instead of making impossible for them?
we still spend money on their product, we were fans of the franchise so why upset all the vista users with a freaking update?!!!
Vista (SP2) have DX11. And the game was able to play and runs fine before the April update. Now, just a ♥♥♥♥♥♥♥♥ "display device information" line have problem and boom.
That's not about lucky or unlucky.
just like windows 10 not supported but works.
time to move up it is worth the windows performance gain alone.
Vista was horrid at games and lots of other things.
The game was very fine at launch, while win 7 & 8.1 suffering from random frame drop. (I have both Vista & 8.1 so I know that) Until they broke it, can't even launch the game.
Since it has VAC enabled. I don't know if I use the edited exe to play the game online (which meanMP, exo survival or zombies) will result the ban of not. So play at your own risk.

You can get Windows 7 or Windows 8.1 for 99.00 or less.
Wouldn't it be smarter to upgrade to a newer, faster, and more secure and supported OS than risk a VAC ban (losing the game)?
I'm not a Vista basher...I call it Windows 6.9a...but instead of doing all that extra crap why not just upgrade?
I remember seeing people saying they got VAC bans for using some 3rd party app to let you play this (or Ghosts) with less than minimum RAM. 8 GB of RAM is cheaper than the game plus season pass...
