I think I know which part you mean. Let me know if it's not.
You're talking about the part once you've entered the building after using the drone spy on where everyone is located. Once you get outside the conference room, you're told that you and another soldier have to deploy some devices to the wall so that you can see inside to mark them. The closest two are usually easy to quickly mark but the two further away sometimes get a little tricky.
Just try moving around a bit. You know more or less where they are. Just keep moving your weapon around until they highlight and mark them. Then hit the key to confirm and shoot one of them.
If it still won't allow you to mark them because they aren't hightlighted, try reloading from a checkpoint or starting the mission over from the start. Sometimes these things just get glitched and there's nothing that can be done other than trying it again from a checkpoint or the beginning.
