Total War: Rome 2 did the same thing and once I manually changed it to 2048MB there was a noticeable performance improvement (10-15 FPS)
It's a 2GB GTX 670. GPU-Z states 2048MB, so 1990 isn't right.
Considering the horrible stuttering in this game I want it to have as much VRAM as possible to use.

Also, the Optimal Video option sets mine to 0.7 so don't click it. 30% of my 4073 MB is 1222 so I have no idea how that loss can be considered optimal. I call that a bug.
