Well, we were HOPING it was going to be like BO2 and have a cap of 200. Your avatar moves faster the higher your FPS is. So, if you have 200 FPS, you move much quicker than at 90.
so people with 40 fps move like snails and enthusiasts with 1000fps can kill them because they got a speedhack?

Fella, you sound like a noob who doesn't have a clue. Everyone knows the COD engine gives you accelerated velocity the faster your FPS is. It's been that way since 2003. It's the same for the Source engine and the Quake engine as well (even the TitanFall engine!). For Christ's Sake - go and get educated!
I understand the sourness of people with 120hz or 144hz display, but this engine is really outdated and you won't be able to do much with it. From the brighter side, you can tweak up your settings a lil now as it's locked to 91fps anyway :P

it's not about "how big framerate is" it's about hitting the "sweet spot" for it. I described it above in this post.
There is nothing Quake in the COD engine now. You can have accelerated velocity induced by faster FPS without having a Quake engine. Go look at the Source engine, or even the TitanFall engine. They have it, but their engines aren't Quake.
Actually, when he lowers his graphics setting to "high", he gets a steady 90. So, that is a good sign - it shows that a mid-range machine can do well in this game. In that respect, the port is looking good.

You don't understand. Both Source and IWEngine are partially based of Quake engine. Proof for source engine http://en.wikipedia.org/wiki/Source_(game_engine)#Origins
http://en.wikipedia.org/wiki/IW_engine for IW Engine, both based on some bits of code from Quake, that means the framerate boundaries are still important.

It means, it is 144 HZ refresh rate capable. But that does not guarantee that the FPS wont be locked at 90 FPS. Bo2 had the option to have unlimited FPS or to lock on to 120 etc. But MW2, Mw3 , including Ghost had its FPS locked at 90FPS. Although there were tweaks available to unlock the FPS, and can get 120 FPS, it does not work all the time.
it's a screenshot from singleplayer campaign probably, they locked down framerate only for multiplayer for measures I wrote about above.
