As per the Steam store page, only the tutorial operates in single-player / offline mode. This is unfortunate as I very rarely buy/play online multiplayer centric games. I simply don't have the free time to git gud and getting eliminated in a matter of seconds over and over again isn't my idea of fun :-)
I ultimately decided to pull the trigger and it's been a decent experience so far, likely since the human player counts are low and most of my sessions have been predominantly with bots.
If you are playing vs bots online, then why can't you play vs bots offline too?
It's 90% off now, but without offline mode the game will be unplayable when servers are shut down.
Other online only games got offline modes to increase the sales.
Deathsprint 66, Suicide Squad, The Crew 2 and The Crew Motorfest among others.
Knockout City and Marvel's Rivals got offline modes when they shut down servers.
As for Knockout City, the developer even made a free server program for it for offline and online play as they didn't want all their work go to waste forever.
Developers should by now know that a paid online game usually don't sell well without offline mode.
