Are the chapters after 5 not available yet? I'm asking becuase steam achievements say that some people have obtained them. And will they be purchasable as dlc or will be available as an update?

It will be purchasable as dlc later. I'm also confusing about the achievements.But it is sure the chapters after 5 not available yet.

Achievements stats are always weird, if you see something with 0.1 or 0.2%, it usually means cheaters or devs obtained them

I am sure it's devs. Even cheaters can obtain it only if the whole game is available.

steam achievements are self reported. You don't need to even have the game installed to unlock them.

Achievs will be working fine after the dlc become available for achievs of that section, another chinese fmv last year launched this way so I could only finish the rest of Achievs after dlc launched.
