No, you get all the content in the Expansion Pass.

I have bought 1936 remastered and Project 25 with expansion pack because i cant find where the free download is..Anyway i happily give a little bit more money for a great game :-)

I just tested on my system with SR2030 + Expansion pass.
- In the Campaign menu, modern campaigns, far right, you have the 2025 Campaign
- In the Sandbox map list, there is a World - 2025

Those are the new content.

You have to go to "campaigns", then select "modern", and its the USA flag on the right (you'll have 2 on screen so 5 flags total on the window). The 2025 sandbox is listed under sandboxes.
