The DLC and stand alone versions will be released on the same day. If you buy one, both are added to your library. The DLC version sells for less, but even the stand alone version will be at a low price point since the design decision was for a remastered version, not a whole new game. You'll find the same campaigns and sandboxes from SRGW, but we've done a bit of house cleaning, tweaked a bit to take advantage of the updated engine. For example, the old tutorial for the game is now just a scenario players can play and we've provided a totally new set of 4 tutorial chapters built just like the new tutorials in SR2030.
If you check out the SR Great War Remastered Steam store page, we've put up the full description including an animated GIF showing an old vs. new sample image. The overall idea is to bring the SRGW experience into the new engine so it will benefit from ongoing development.
Another thing players will be offered is an Seasons Pass (or Expansion Pass, whatever it's being called these days) where for $15USD, players can pay to get the future remastered versions we publish, of which we're guaranteeing at least 3 (so $5 each). We're into final testing on Great War Remastered and we've already started a bit of the work on another remastered SR title.
We had posted about this in one of our YouTube videos as well;

Hope that all makes sense :)
