Have a real strategic element so that you need to make pals to watch your back, so you don't want drug addicts or psychos. You want loyal buddies.
Agreed. But I do like the idea of playing as either a good biker or bad biker and that having an outcome on the game and what you can do and what you can't do. Perhaps you can work undercover for the feds or cops or be a badass biker thug who works his way up the ranks of a criminal family. So if you play as a good biker and work undercover for the feds you can't kill anyone or sell drugs for money. Sort of like the movie with Charile Sheen called, "Beyond the law".

Watch the movie "Beyond the Law". It's based on a true story about an undercover cop who was recruited by the FBI to bring down a biker gang. He had to think quick on his feet - even beat another cop up in front of the biker gang which saved the cops life. Really great movie. Probably my favorite Charlie Sheen movie.
So yes, it would be a challenge to be an undercover cop trying to fit in with a biker gang to bring them down. Like if you're given a mission from a boss within the biker gang to sell a pound of coke, you would deliver it to an FBI agent at a specified location and that FBI agent would give you the cash value for the drugs to take back to the biker boss. This way the drugs come off the steets and keeps your cover from being blown. If you actually sell the drugs on the black market, you lose karma. If you lose too much karma you go rogue and end up an outlaw yourself. So if your karma level stays in the good you are still in good with the cops and the FBI. If your karma shifts too much towards the bad then you can become an outlaw yourself.
Or, just to make things interesting, you can start off as an outlaw and go good by making a deal with the cops and start working for the cops undercover. So many options. You can go from bad to good back to bad if you want. But once you go from good to bad you can never go back to good. The cops and FBI would never trust you again.
There shouldn't be "good" and "bad" paths...more like "Outlaw" and "Evil" paths.
Outlaw path you would sell guns and drugs (not harsh stuff) and you'd run booze to less "offensive" groups, for the good of your immediate family and the fam that is your biker club. You'd make police contacts and maybe sellout some of the other clubs, strategically of course.
Evil path would be doing whatever it takes...selling your guys for hits and beatdowns, arsons, drugs of any kind, and pretty much doing anything to get to the top. Teaming up with dirty cops...you name it.
Make the game a firm two paths like I mentioned for at least half....and THEN blow it wide open like you said.
Depending on what you have built your good guys can turn bad and vice versa.

Takes place where? Southern USA? West Coast? Florida? Europe? Quebec? WHOAAA! Any of those locales could be DLC!!!!!!! Clubs spread worldwide.
Why are biker video games an untapped market? Huh?
I'd like the main game to take place somewhere with a mixture of desert land, forests, mountains, swamps, and at least one very large city. It could be a make-believe place that's a spin off of a real life place (like GTA and Liberty city) so accuracy doesn't have too be 100%. It would be nice to have a variety of terrain though and tons of places to explore. That's all I'm concerned with.
And bikes shouldn't be the only vehicles in the game. Would be nice to have trucks, planes, helicopters, boats, cars, trains that are all rideable/driveable. Would be cool to hijack a train in the game and rob it with your bandit biker posse. Or rob a gamling riverboat at night and make off with the cash through the swamps. So many cool ideas.
