Is it like that?
The strangest part is that half the population drinks normally and the other half does not.
What makes you believe that half drink and the other half don't? Do you have a lot of thirsty citizens? or starving?

I say that half drink and the other half do not as there are 24 dehydrated citizens and I have 48 citizens in total, so that is why I think they are not drinking
The issue is probably caused by the advanced house, i trust you can play around that, by sticking to houses level 1 until we solve it.
