Can i play on iOS?
Can I buy this game on Steam, and then play on my IPad?

You should buy it twice. If you do, yes you can play with the same account.

On humble bundle page it says that you can sync across all devices for no additional charge just log into your account... trying it now myself.

Yes, just log in with the same account and the iOS version will sync all the unlocked content and show them as purchased so you don't acciedentally repurchase anything.
