The Witcher 3 on the other hand, will be fully open world. CDPR said something like 35X the size of TW2's game world.
It's not really new, just upgraded. Think Frostbite 2 -> Frostbite 3 or Gamebryo -> Creation. Same basic tech just tweaked to suit the games needs.
Well, the whole story of The Witcher 3 is going to be Geralt travelling to all of these places while tracking The Wild Hunt. He's also a Witcher and always in need of money so the side quests would make sense. It won't play any differently than an Elder Scrolls game, unless they add a time limit on quests ala Dead Rising.
From what I heard, there WILL be zones that will require a certain level/etc to not die horribly. So the entire area isn't accessible from the start. So there will be some nudging direction in an open world. let's just hope it doesn't turn into "there's a lot of room to explore, but we're going to railroad you into most of the story and make the whole world accessible only once you've got most everything already." That would suck.
