DX 9?
I was looking at the
Recommended:
OS: Windows XP/Vista/7
Processor: Intel or AMD Quad-Core
Memory: 3 GB (Win XP), 4GB (Win Vista/Win 7)
Graphics: GeForce 260 (1 GB) or Radeon HD 4850 (1 GB). Resolution: 1440x900.
DirectX®: DirectX 9.29 has to be installed.
Hard Drive: 25GB

It's DX9? that's why it was working so bad with my ATI RADEON HD 5770? (it's old, I know)

also "Resolution: 1440x900"? I set it in that res with graphic effects at max and it works almost 50fps.

Okay you have said things that contradict each other. You say it does not play good, then say it plays at 1440x900 at max and it works at almost 50fps? So which is it? Does it play good or not? As 50fps is considered great if your on max detail.

Also pretty much most games still support Dx9, only Crysis 3 is dx11 only ontop of which only a handfull of games actually require even dx10, even after all these years of dx10. So its not really down to it supporting dx9.

the game requires DX9.

If I play in the optimal res for me that is 1920x1080, I have to lower many graphic assets.
If I play in the resolution that is mentioned in the system req. I can play with high quality.
Why the FRUITS this game doesnt support something better than dx9? testing some games like DMC4 RE5 and Re6 worked like ♥♥♥♥ in DX9 but flawlessly in dx10/11.

Try disabling: bloom, blur effects, dof gameplay, motion blur, cinematic dof and dof cutscenes
All of them reduce fps and degrade picture quality.

I do agree It does seem a little silly for the witcher 2, as well as other modern games, requiring dx9 as no dx9 card will be able to play the game properly at even the lowest detail level. Purely done for console reasons.

As you say, had the game engine been designed with dx10/11 onwards from the start, who knows how much better it may have ran on older hardware.
