No it isn't . The owners of GoG are the owners of CDRP :) You always would be able to activated TW &TW2 keys on GoG
I can't forget it because I have no internet on my gaming computer most of the time.
Then start steam in offline mode, the witcher 2 runs without the net, unless you have cloud saving on, in which case turn that off the next time you play and your saves will go onto your computer. (note gog version does not have cloud saves at all, so in a few cases its the cloud saving that causes issues, which is why people have less issues with the gog version).
