Yes, but unlike Mass Effect that decision from prequel are matter, the Witcher series didn't do the same behavior.

Some things carry over but mostly each game stands on it own. It will be easier to understand the world and characters by playing them all in order, but this isn't really needed.

Of course, it's always possible to find the plot summary of the previous game on You Tube.
