Won't install, hangs on step 2 of first time steps

I am trying to install the game from steam and it has a dialog which says it is performing first time setup...
Installing step 2 of first time steps (MS VC Redist)
I am pretty sure it doesn't need to do this, but the dialog never goes away.

I got mine to install my right clcking and selecting run as admin
