Deithwen silver sword with Ysgith Runes (I prefer them over Fire runes - you can't incinerate the dragon anyway). Apply a whetstone (or any equivalent damage output oil).
For potions, I prefer to use Swallow (health regen), Rook (extra damage), and either Tawny Owl (faster Vigor regen) or Golden Oriole (with the Vran armor you're practically guaranteed to not get incinerated).
But beyond all that, the most important tip is to lean the dragon attack patters (there are about 4 direct attacks, and 3 more while airborne). Just evade the attacks it you know they are coming.
Hit with a strong attack, but never hit more than once or twice before rolling back (you should have at least one upgrade point into Feet Work (roll distance).
The dragon was very difficult for me when I first played on Normal, but super easy when I later played on Dark and Insane (simply because I got better at evading its attacks).
