Oops, should probably list my specs.
i7 3820, 3.6GHz
GTX 660ti EVGA SC
8GB RAM
Windows 7 Home Premium 64 bit.
If ubersampling is on, turn it off. I can barely notice a difference with it on and I'd rather have a higher framerate than slightly better graphics.

I changed the Texture Memory Budget in the Config file from the default max of 600MB to a custom 2048MB out of my 4096MB of available VRAM. That made the game run smooth as butter.
Ubersampling is the big issue, just never use it, it's not something you can use at 1080p or higher and get 60+ fps with. Maybe quad SLI setups could do it, but no single GPU setup can.
My settings are tailored to my preferences. I turn off Ubersampling, Sharpening, and anything that adds DOF or blur.
I just think the game looks better without sharpening, and I just hate any kind of blur, be it from DOF or whatever.

Sure it's not a 280x then? cause I can't find a single 290x that is less than 4gb.
FCR2 mod, made by one of the gameplay developers, fixes a lot of the responsiveness and input lag issues with combat, though signs tend to bug out and not want to cast a lot of the time with it.
