Deactivate any anti-virus software during installation (go off-line before if you feel unsafe).
You could also try installing the game without the downloader, by downloading the files directly from your game shelf. Save them all in the same location and run the executable setup file.
I have done almost every steps except redownload Steam, but none of them can solve this problem.
some steam logs in ...\steam\logs. see if anything in the newest logs
change download servers? maybe the one you are connected to has a problem.
download region - changed from belgium to native default city,
clearing download cache and folder - done.
solved for me, downloading works fine now.
I don't think so, I can download every games only except the witcher2, and my Windows Defender can't find the witcher2 's files, which means it can't blog it either right??
my install is about 25gb so you are partway there. try changing download region.
if that dont work, try clearing the download cache. then go to folder
...\steam\steamapps\downloading. folder should be empty. once in a while, a file/folder does not get removed. delete manually. restart steam/download.
By the way, I had delete it and download it again at once, but it still can't work....
did you change steam download region?
did you check logs in ...\steam\logs?
maybe even check windows event viewer - maybe windows is having a problem.
