Harpy Contract - Harpies outside won't spawn

Hello,

So I've managed to get 3 Harpy Nests outside (in the Quarry) but when I go inside the cave I can get to 6/7 total and the Harpies keep grabbing my Harpy traps but it's stuck at 6/7. So I'm guessing there must be 4 that needs to be done outside in the Quarry and only 3 inside the cave. But when I go outside there is absolutely no Harpy spawns... Is there a way to make them spawn?

I finished the Quest. I'm going to keep this thread here, it might help someone.

I went back up to where Elthon's hut is, keep going straight and turn left where the Troll is making soup. There is a path to the left and if you keep going you'll see a path on a ledge, where 2 Harpies spawn. For me, it was the last nest needed.
