Hair flickering, other graphics issues

Geralt's hair flickers madly, and grass and other textures seem to pop in like my LOD is low, but it's high.
The game runs just as badly on the lowest possible settings as the highest, and nothing seems to fix the issue.
I've tried clamping Negative LOD, disabling vsync through both the game launcher and Nvidia,I even disabled my integrated card.

Here are my specs, they are more than enough to run this game at ultra:
Ryzen 5 2400g
GeForce GTX 1050ti
8GB Ram

I am pretty disappointed by this, I was looking forward to playing this. If anyone has any suggestions, pleeeease help me

disable Bloom, Blur Effects, Vignette.
in game settings: brightness 3, gamma 7
UberSampling works in openGL (Linux) only
