You need to verify game files

all files validated, integrity check. still an issue

Check folder <where ever>Steam\steamapps\common\the witcher 2\redist\DirectX and install said missing .cab file

d3dx9_39.dll is part of DirectX Runtime June 2010. go to folder
...\steam\steamapps\common\the witcher 2\redist\DirectX

and run dxsetup.exe using run as administrator
