Cedric does not sell the grapeshot bomb, I've never had FCR. What is going on???

I am trying to buy the grapeshot formula from Cedric but he doesn't have it. What is going on? I've read this might be because of the FCR mod but I've never had FCR, Cedric simply doesn't have the formula. Has anyone else had this issue? Did I install FCR while sleepwalking??

I can't finish the nekkar contract without being able to craft the bomb.

I couldn't craft the bomb either but then found five of them in the mine. iirc go straight once in the mine rather than left and its in a wooden boarded room at the end of one of the short tunnels
