The whole reason behind the poisoning of Saskia was for Stennis to secure the position on the throne. Giving his blood to help lift the curse would have been the last thing Stennis wanted to do, since it would have basically rendered all of his efforts pointless. I suspect the reason behind not being able to draw his blood after his arrest had to do with legal reasons. Stennis had to be protected from the angry mob, and allowing anyone to draw his blood would have been too much of a risk given the situation.
I still find it difficult to swallow considering that Geralt had to venture all the way across the misted field and sneak into the camp and hold a sword to Henselt's neck to convince him to supply blood. So that was way more viable than "bargaining" with Stennis.
As I mentioned if imprisoned he is still a prince & won't give you blood. ALso if you imprison him that means you are going to respect him & follow fair trial in proper way.
