Does using a decoy to distract a camera count as being spotted?

I used a decoy to get through 1-9 without being spotted but at the end, it said I was spotted 9 times. This game desperately needs a patch that lets you know what counts as being spotted, what doesn't, & how many times you've been spotted in the current run.

Trying a strategy for an hour before finally succeeding, only to find out the game thinks you were spotted & it won't tell you why is horrible.
