The best perks and weapons set-up in Call Of Duty: Ghosts - Multiplayer to play aggressively, defensively or be a troll…
In any case, consider this a starting point rather than a definitive guide, as you slowly discover your own playing style and what works for you.

Play Aggressively

Honey Badger seems to be the pick of the assault rifles, thanks to its accuracy, fire rate and built-in silencer. This build is purely about getting your shots in first (Ready Up, Quickdraw) with an eye towards keeping lots of ammo for lengthy killstreak runs (Extended Mags, Scavenger). You should regularly hit Sat Com to get you started, with Battle Hind and Loki being your ultimate goal. No secondary weapon means you get an extra perk to play with. Focus means you flinch less when shot but you can switch it out for Painkiller in this set-up, so your health regens faster.

Secondary: None
Lethal Grenade: Grenade
Tactical Grenade: Flashbang
Perks: Ready Up, Stalker, Quickdraw, Scavenger, Focus
Assault Scorestreaks: Sat Com, Battle Hind, Loki

Play Defensively

If you’re playing defensively, you want to use I.E.D. as your lethal (essentially the replacement for claymores/bouncing betties/etc) and Extra Lethal allows you to take two of them. This set-up is all about knowing where the enemies are around you – Motion Sensor, Sat Com and Night Owl will reveal enemy locations, as will Amplify and Ping. Honey Badger has an inbuilt silencer, so you’ll mostly stay off the enemy’s radar.

If you want to use an Assault killstreak, Guard Dogs and Vultures are extremely powerful for any players camping. Not that we’d ever encourage such behaviour, of course, but the advice is there if you want it.

Be Quick, Be Quiet

This is designed for speed and stealth. Primary weapon is forsaken for the faster pistol and the idea is to get as many melee kills as possible, saving pistol rounds for enemies just ducking out of reach or desperate situations. Ammo will be an issue with this class but you can attack from angles no other players will reasonably expect (you can sacrifice throwing knife for the Gambler perk).

Tactical Equipment: None
Perks: Agility, Marathon, Incog, Off The Grid

Spray And Pray

This is the easiest set-up for quick killing, tailored towards lowering recoil and ensuring you can sprint and shoot without having to think or pay too much attention. It has obvious limitations in place, the main compromise being that you can’t really attack mid to long-range targets effectively. But as an easy, derpy, running-around-shooting set-up, this will do the job.

Lethal Equipment: Semtex
Tactical Equipment: Flashbang
Perk: Ready Up, Stalker, On The Go, Steady Aim

The Troll

Self-explanatory. The radar attachment does mean you can sneak up on players more easily. If you’re being shot at, remember you have time to line up a throwing knife while safely behind the shield. With these perks, it’s actually a semi-useful class for objective-based game modes.

Secondary Weapon: Magnum
Secondary Attachment: Akimbo
Lethal Equipment: Throwing Knife
Tactical Equipment: None
Perk: Agility, Marathon, SitRep, Tac Resist, Blast Radius
Support Killstreaks: Sat Com, Ballistic Vests, Support Squadmate

MightOfGuts’s Favourite Loadout

While it’s not the best loadout, this was my favourite loadout of choice during the Call Of Duty: Ghosts review event. And by the MightOfGuts loadout, I mean me. Apologies to everyone else who hates this loadout. DEAL WITH IT.

The most popular guns at the Call Of Duty: Ghosts review event were clearly Honey Badger (Assault Rifle) and IA-2 (Marksman Rifle). The most popular and effective guns will likely be different now Call Of Duty: Ghosts is out in the wild but both guns have a place close to MightOfGuts’s simple, fat little heart, thanks to its ability to nudge us closer to a 1.0 K/D ratio where dimming reactions fail us.

The IA-2 was the one I used the most. It’s a single-fire weapon, unless you stick certain attachments on it, but it’s accurate, doesn’t have much recoil and works well at all ranges. Up close, it tends to lose to sub-machine guns but if you approach corners from wide angles, this shouldn’t be a huge issue.

Bulldog, muzzle break, grip

no secondary wep, no lethal, no tactical

this allows for many more perks,

must haves: marathon, the perk that makes you move faster, scavenger

good to have: sleight of hand, dead quiet (or whatever it's called)

move very fast, never having to stop, get in close and always hipfire, 1-2 shot kills, never run out of ammo.

this is more of a troll setup, but you can get insane kills in the right lobby...

bulldog is semi, so don't just tap, TAP TAP TAP :)

I don't know what all the fuss is over the Honey Badger. It's a nice wep and I use it, but Remington R5 has better accuracy and power (assuming unmodified R5 vs unmodified Badger), as does MSBS in burst mode.

Any setup without Amplify + Dead Silence is just a trolling build.

Regardless if you are rushing or camping:
ANY Assault or SMG + Foregrip + Silencer (or whatever if you are using Honey badger or K7)
Amplify + Dead Silence + Scavanger (so you dont end up with a random gun as you WILL run out of bullets before you die) + 3 perk points on anything.

C4 / IED or 1 more perk point
whatever for Secondary or 1 more perk point

No Tacticals - none of the tacticals in ghosts is worth the perk point.

Killstreaks - if you are selfish and just want more kills for yourself, assault is most definately the way to go. Dog -> Gryphon -> LOKI are very OP kill raking rewards from that tree. For more serious play, when winning the match is more important, the support tree very reliable for helping your team get kills. Vests -> Oracle -> ODIN are the best items on that tree. Sat Com and Ground Jammer are very good too.

Breaking 2.0 ratio will be extremely difficult without Amplify + Dead silence.
