Like I said, this honestly looks bugged.
And yeah, same issues in single player. First 30 minutes smooth 56-70 and then horrible stutter and 20-30 fps until restart of the game.
Oh well back to CS:GO :P

I read the post you linked to Evil Flanker, and applied the changes. Didn't change my problem, but those changes to the config file lower the quality to boost performance if I understood correctly?
My problem isn't with performance, it's that everything looks like crap.
I don't know how to add a screenshot here though.
Just uploaded the screen to the first site I found that allowed me to upload a pic without signing up.

the pic actually looks better here than on my screen since the site made it smaller.
Look at the signs on the wall, can hardly read them here. They're totally pixelated when looking at them full screen. Notice how the truck looks like crap too, even the gun looks terrible on my screen.
Again, the site made the picture smaller, so stuff looks better. But when I'm actually playing everything looks upscaled from that.
