Suppose that is just too much to ask from the most lucrative gaming franchise of all time.
I must admit; punkbuster on BF4 is near flawless. Cheats can't even get into a game 99% of the time on dedicated servers. By COD going back to cloud-based ones parallel to their console counterparts; it's just opened the floodgates and they don't have a concrete system in play to deal with it.
Wait, what? isn't it easy? Don't you just need to write 2 single words on a notepad file, namely "game" and "create", and you're done in a couple seconds? /more-sarcasm

And it´s not fun to play anymore. If Activison improve their system against hacks,cheats and mods, more people will buy the game. And there will be more players to play against. it should be fun if there was more players with. or if they impose the vote to kick system. It will not be so fun for the hackers to hack. So if you are a hacker and someone in the team notice they kick you out everytime and Activision can see that the player has been kicked out a few times,you get banned.

Since it seems I wasn't clear, I'm completely against a votekick system, because some people don't care about the game at all, they just want an "easy-peasy" victory and think to have the right to mock the losing team. If they can't achieve an easy overkill victory, they don't care if the opponent is cheating, lagging, or is just good, they'll kick him/her anyway because the system is there and because it's an easy way to reduce competition. I was even hinting at the fact that the link you posted was something YOU wrote under a different name, since it features almost the same identical title, form of speech and contents...
A vote system would work if people used their brain, or at least showed having one. Do I need to remind you that a good 80% of any CoD's population (and I'm being optimistic here) is made by under-10 which only care about how big is their "weegee" and how high is their kill/death ratio?
Also, to correct something you said, Activision only puts up the money, the name, and the project. The real architect behind the game is IW (in this case). They already went and tried a votekick system on another game, and games became unplayable due to the people I described above.
In short, a votekick system on Ghosts is like affecting it with cancer IMO...
