I will never go without blast shield, amplify, and dead silence. The other perks depend on the gun I'm using, but they're usually focused on moving and shooting quickly. I also don't use any kind of nades so that I can get more perks.
Sit rep is another must have because of the mines. I preaim a lot so the last perk is stalker. Really useful.
As specialist I also take slight of hands and quickdraw just for the sake of the gun.
I would say it's map based and opposing team based. For example, I have a build with sitrep, but I don't usually break it out until I run across mines. I use blast Shield on a lot maps where control point b gets spammed with tubes.
Amplify is a must have.
Dead silence is good, but Amplify trumps it in this game, so I usually don't bother. I've seen little difference between using/not using in my scores. It's almost a wasted perk because if someone is using amplify and camping, they can hear you, and if they are walling, it doesn't matter. I'm not saying it's a bad perk, just for ME, it is too negated by wallers and OP amplify in this version. I used it in all other COD's.
Using sit-rep and blast shield is redundant imo. I'd take blast over sit. sit won't help you against tubes, and if you have blast shield and step on a mine, you live through it, so no burning need to see it coming and shoot it first.
As a side not, I used the "random perk" (forgot the name) perk a lot to start, just to see if certain perks I had been ignoring helped me. You might want to try it.
I tend to take my C4 for those clutch kills, but not take any tacticals or secondary, so that I can afford that extra perk.
