LOL. That would be 41 flavours of STUPID to pay twice only to get another language pack. That disc was not a pirate version of game. It was a Steam version. I had payed one time for Steam. And I will not waste my money, don`t even try to argue.
And now. I wait for the link of .rar file. If that will not be you, so, then, someone else will help.
So no, that is not allowed. Don't even think the game works if you fiddle with the files.
It WILL. Because I`m not going to change language pack. I just want to replace soldiers and commentators` voices. I`ve tested it on MW3 and it perfectly worked. All you need is just to unpack files with localized sound, replace voice with english one and then pack it back and place into localization folder.
And, by the way, that game edition was not such cheap, it was about 16$. CoD Ghosts coasts about 19$ in Steam store. The lack of other language packs and the decreased price of that edition are not related to each other. Most russian live in poverty and don`t know any foreign languages. Those whom you have probably faced on the internet are the middle class minority. So the price is lower to make it possible for russsians to buy the game and language packs are not included because it is not necessary.
SO, I am waiting for download link.
P.S. I WILL NOT download the ♥♥♥♥♥♥♥ torrent version to get those files, it will take way too much time.

Just because you own a Game doesn't mean you can upload/distribute the Files, it's still copyrighted.
No one here will help you if it's related to piracy.
Art thou so stupid that thou dost not understand?!!? Ich am neither going to sell the pirate version of the game nor asking for a torrent. Ich want to replace the stuck voice in the game. Is that so complicated for thee to understand?! Ich wonder if thy brain existþ at least.

Just like anything else in life, there are ways to solving problems the 'outside' or 'unofficial' way, and just like everything else in life, these are done 'outside' official channels off the record. So, for your suggested way, I'm afraid not on the official Steam forums - if you wanna solve it on Steam -contact Steam. By right, by contacting Steam officials (I can't remember how, but I had one of this 'purchase while overseas' inquiries before), they should be able to look into the problem.
My CS:S was purchased in a different zone and I am unable to even open the game to start with (I would be happier if I could still play in a different language). That experience taught me to not purchase anything on Steam while I am overseas.
I have had fellow forumers in other games (which I legitly bought) help solve my technical problems by taking short cuts sharing their game files/folders - which worked - and I own a working legit game which I paid for in the end (which is clearly what you want). The difference is in my situation, OBVIOUSLY we eventually took the sorting out outside official channels, and since I asked POLITELY, there were a few people who offered to help immediately.
I'm sure there are already many people who instantly sympathized with you and are offering to help you out now, but if you were more graceful in your cry for help, it could have probably happened way sooner.
Even if you sincerely want to help somebody who fell, but that person is crying out "Holy F*cking Dogsh*t help me get up you stupid man!!!", it does tempt you to kick that person in the f**cking face rather than help him.
I was tempted to help you out much earlier, but your manner of addressing the very people you are asking for help put me off (anyway I'm sure you solved your problem eventually by now)
P.S. Your usage of Shakespearan words like 'thou' and 'thee' in the context of your very badly broken English, sounds irritatingly inappropriate and does make you sound like a stupid f**k.
Now what if you could simply change the language on Steam if you owned a Russian copy? You think developers will just work for little or no money at all? Please...
