Well team fortress 2 was released almost 6 years after Team Fortress classic, use any asset would be ruining the game since they builted a new engine with diferent capability, not like crysis 2/3 or Bf3/4 or even ghost, i still cant see a hard diference betwen this "new" engine and the one used since MW.
Not just an ending. Many video game developers copy other parts of the game. Don't drop ♥♥♥♥ on this game and be happy that we even have these kind of games with copied parts or not. That "copied" scene nicely fit in that situation and that matters...

Animations of the characters are reused all the time. Just different skin.
