Your CPU does not reach minimum requirememts to run ghosts
But no, that's wrong...

I have an "Intel Core i5 760 2.80 GHz"

They should really remove that stupid verification thing. I guarantee the game will run on 4GB's of RAM, let alone your CPU.

It's what happens, The RAM is a pain yes but the CPU issue might be a real one.

Have you installed single AND multiplayer?
Not that it would/should make any difference

Activision support could do nothing to resolve this except repeatedly suggest I did not meet the requirements (After various forms of proof were provided) and refer me to Valve
Have now logged a ticket with support

...Is there anyone else having this issue?

Just thought I'd mention, in case anyone else has this issue, that I have managed to get a full refund due to this
After proving multiple times to Activision support, and then Steam support that my PC exceeds the recommended requirements I have had the full amount refunded.
