You mean Steam takes over the installation of the program, creates a shortcut for starting the game, it doesn't work, and we should go see Activision? That despite the fact that the shortcut points to a URL:
URL: steam://rungameid/209170
In another word, it points to a web link that loads the iw6mp64_ship.exe, that actually crashes. Is it Activision app, or Steam loading the app incorrectly that causes the crash?
On my system, the single player works just fine and so does everything else, except Ghost multiplayer. And here's the system information from Steam help. I doubt that anything wrong with my system, but none of the suggested solution worked for me.

Get a DX11 compatible video card which is a GTS450 or an AMD HD5000 and higher.
Steam delivers content, and that's it. Unless Steam itself is exploding, the game support is done by teh developers of the various games. That's like blaming Microsoft because your installer launches msiexec to install the game.
Your drivers are catastrophically out of date. Uninstall/ REBOOT/ REinstall the latest AMD drivers/ REBOOT.
Btw, if "x" sells you a game and you install it an it dont work is it "x's" fault?
Steam, in Ghosts case, is just the retailer that sells the game. You can put a shortcut anywhere (game files is in the steamapps/common folder in steam library).
