First copy is titled 'Call of Duty: Ghosts', you launch this one to play the single player and the achievements for this are only for the single player. I am currently playing through the campaign on Veteran and you can Perfect the game by doing so.
Second copy is titled 'Call of Duty: Ghosts - Multiplayer', you launch this one to play MP and Extinction and the achievements are mostly for Extinction, which does require DLC to Perfect.
So yes, you can buy no DLC and still Perfect the game.
