If you can not get Call of Duty Ghosts to launch on Windows 10 with Steam try this out, it worked for me.

1) Open SteamApps> common> Call of Duty Ghosts
2) Go to iw6mp64_ship.exe> ​​right click> properties> Compatibility> select "Run this program as administrator" then click "Apply"
3) Go to iw6sp64_ship.exe> ​​right click> properties> Compatibility> select "Run this program as administrator" then click "Apply"
4) Try to start Call of Duty Ghosts MP a few times, if it says the app wants to make changes select "Yes" and it should keep asking over and over again.
5) After you do this a few times exit it will say it failed to start.
6) Go back to step 2 and 3 above and uncheck "Run this program as administrator" and click "Apply"
7) Start Call of Duty Ghosts and if it asks to run in safe mode say yes
8) Exit and start as normal everything should work.

NOTE: DO NOT DOWNLOAD ANY FILES TO HELP YOU FIX THIS, I CHECKED SOME ONLINE THEY CONTAIN A VIRUS. JUST FOLLOW MY STEPS ABOVE!

im also running on an AMD FX8350( 8core black edition) running at 4.4GHz, and 16GB ram

I have solved the problem by removing the driver ... but still decided to postpone the game for later (perhaps buy a new graphics card ...)
